How - Getting Ready For PAVE: Self-Install Risk When Clearing the Decks (PAVE Prerequisites)
Clearing the afore mentioned phase prerequisites poses the following risks in a self-led install:
Risk: The implementers will adopt a very conservative approach.
Attempting to clear major prerequisites without assistance means that those responsible are likely to over-engineer the solution, because they don’t know what is sufficient and didn't want to risk being under sufficient. Therefore, they the install plan will take a very conservative approach and have a long lead time.
Risk: The implementers will undercook the preparation.
Attempting to clear major prerequisites without assistance often leads to a focus on what we do know and a deferral of others prerequisites. Leaving long lead time prerequisites until the install, because we didn't understand the dependencies of the changes to be made, will leave you with a half installed solution.
So, what should you do?
We know that having a complete, even though difficult, list helps to ensure all long lead-time prerequisites are cleared ready for install, however we need to make the prerequisites seem small, e.g. a summarised or incomplete list, to ensure we are ready and willing to launch into action.
The challenge can be expressed as a dilemma using a conflict cloud.

Ensure the prerequisites are cleared ready for install (especially long lead time prereqs) |
Make the prerequisites seem big (make it a complete but difficult list) |

Make the prerequisites seem small (make it an incomplete but easy list) |
Clearing the Decks is an injection to guide people so they do not over or underdoing the prep necessary.
